I completely didn’t get this one because I’m trying to spot the numerical values.

The problem asks you to identify the number of circles in each set.
8809 = 6 (2 in each “8”, and 1 in both “0” and “9”)
0000 = 4 (1 in each “0”)
So, 2581 = 2 (2 in the “8”)
